TWELVE PRINCIPLES OF GOOD AND DEMOCRATIC GOVERNANCE

Principle 1

Transparency in the conduct of elections, representation and participation n Local elections should be conducted without manipulations freely and impartially, in accordance with international standards and national legislation. n Citizens are at the center of public activity has. They must commit to participate in public life at local level in clearly defined ways. n All men and women should have the right aloud in decisions directly or through the legitimately elected representatives. This broad participation is based on the freedom of speech, assembly and associations ments. n Any opinions, including those of neprivi- leged and the most vulnerable groups must be heard and taken into account in making decisions, including with regard to the distribution of resources. n You should always seek a balance between the various legitimate interests and the best interests of the whole community. The common interests of the community and ways to achieve them are formulated on the basis of broad consensus. n Decisions should be taken in accordance with the will of the majority while respecting the rights and legitimate interests of the minority.
