STRATEGY FOR INNOVATION AND GOOD GOVERNANCE AT LOCAL LEVEL

Introduction

            European states joined the Council of Europe in order to achieve a high degree of unity to safeguard and realize the ideals and principles which are their common heritage, namely democracy, human rights, the rule of law.

            These values ​​are valid today with the same force with which they were valid, and half a century ago. But what has undergone a change, the expectations of European citizens. Good governance has become a paradigm for giving real effect to the values ​​and standards of democracy, human rights and the rule of law.

            Heads of state and government of member states of the Council of Europe for their Third Summit in Warsaw in 2005, declared that "effective democracy and good governance at all levels are essential for preventing conflicts, strengthening of stability and promote economic and social progress, and hence for creating sustainable communities where people want to live and work, now and in the future. "

            In order to achieve this goal it is necessary to be taken at European and national level.

            This strategy is based on the lessons and experience of member states and their cooperation through the Council of Europe, seeks to generate action by all relevant stakeholders at European, national and local level.
